Ms. Rozas joined PMA in 1999 as a Partner in the Corporate Department concentrating in Environmental Law, and she is currently a Counsel.  Ms. Rozas’ practice has included, among other things, counseling clients on Commonwealth and federal environmental permitting and Commonwealth land use matters related to the establishment of a wide variety of businesses (including industrial, commercial, telecommunications and real estate) in Puerto Rico, counseling clients on environmental issues arising in complex real estate and asset transfer transactions; counseling clients on environmental regulatory issues arising in ongoing business operations; and representing clients in connection with environmental administrative enforcement actions before Commonwealth and federal agencies.

  • Represented a major stateside developer and a local developer in connection with land use matters and all aspects of the Commonwealth and federal environmental permitting process related to the largest proposed development of a hotel-residential project in Puerto Rico and acted as spokesperson for the developers before the media.
  • Represented various real estate developers before the U.S Army Corps of Engineers in connection with applications for permits under Section 10 of the Rivers and Harbors Act and/or Section 404 of the Clean Water.
  • Represented various clients (real estate, commercial and industrial) before the United States Fish and Wildlife Service in consultations related to compliance with the Endangered Species Act, including a formal consultation under Section 7 of the Endangered Species Act.
  • Represented various developers of residential and mixed use real estate projects in connection with the Commonwealth environmental impact review process.
  • Represented a foreign telecommunications company in connection with the permitting and planning process for the establishment of two submarine cable systems in the Caribbean.
  • Represented various commercial and industrial clients in connection with permitting and other regulatory matters arising under the Clean Water Act, as well as matters related to solid and hazardous wastes regulated under the Resource Conservation and Recovery Act and its local counterpart.
  • Represented a national telecommunications company in environmental and land use due diligence and permitting matters related to the acquisition of telecommunications towers and facilities in Puerto Rico, as well as in connection with general compliance matters subsequently arising in the operations of these facilities.
  • Represented a major local concrete producer in a dispute with a competitor related to Clean Air Act permitting requirements.
